2019 Plenary Meeting of the "Belt and Road" International Transport Alliance was held in Beijing
In the afternoon of June 13, 2019, the 2019 plenary meeting of the "Belt and Road" International Transport Alliance (preparatory) was held in Beijing National Convention Center. As one of the important components of the 2019 World Transport Conference, this meeting summarized and reviewed the key work of the "Belt and Road" International Transport Alliance (preparatory) (hereinafter referred to as the "Alliance") and its work plan for the next stage since the year; The "Belt and Road" Green Transport Development Action Program was discussed and adopted; Prepare for the establishment of the Green and Sustainable Development Committee, the Intelligent Transportation Committee and the Traffic Safety Committee; A partnership framework agreement for the members of the Alliance was signed. The conference was hosted by the Preparatory Committee of the "Belt and Road" International Transport Alliance, the China Highway Society, and co sponsored by the International Road Federation (IRF), the International Road Assessment Organization, China Communications Construction Corporation, and China Railway Construction Corporation.

In September 2016, the "Belt and Road" International Transport Alliance was approved for establishment. Since then, China Highway Society has been committed to actively contacting its counterparts in countries along the "Belt and Road" through various channels, vigorously promoting the alliance's purpose, operation concept and organizational concept, etc., and has received high attention and positive response from the international transport industry, especially the management institutions, research institutes, enterprises and associations in the road field.
Zhang Sen said that by strengthening exchanges and cooperation with countries along the "Belt and Road", the Alliance has promoted the research of joint projects and promoted the development and integration of international transport science and technology.

At the meeting, Liu Wenjie, on behalf of China Highway Society, reported the key work of the Alliance in 2018 - 2019 and the next work plan. He said that under the leadership of the China Association for Science and Technology, the Ministry of Transport and the China Association of Highways, the Preparatory Committee for the "Belt and Road" International Transport Alliance had achieved phased results after three years of efforts. In the past year, the Alliance has strengthened its cooperation with international organizations such as IRF, TRB, IBTTA, IEC, and other famous foreign organizations, scientific research institutions, universities, and government departments, and established a very broad cooperative relationship, laying a very good foundation for the next step of the Alliance's work expansion. As of June 12, 2019, the Alliance has received member application forms from 246 member units from 41 countries (excluding China), and successfully held the first seminar of the Alliance in Nepal. It is also playing an active role in promoting traffic safety, environmental protection, talent training, engineering consulting, exchange and cooperation.

Liu Wenjie said that in the next step, the Alliance will build an academic exchange platform, which will jointly host the World Transport Conference every year, and hold relevant special conferences and alliance working meetings. In addition, the Alliance will also promote cooperation in the field of engineering and technical consulting; Organize education and training, carry out international engineering training and certification, and implement scholarship plans and student exchange plans; Promote relevant countries along the "Belt and Road" to strengthen cooperation on standards; Strengthen the sharing of knowledge and information; Promoting international transport and trade facilitation; Carry out financial policy dialogue and consultation.
In the work discussion segment of the conference, the participants discussed and adopted the "Belt and Road" Green Transport Development Action Program.
At the meeting, the relevant heads of the domestic and international conveners of the Alliance Green and Sustainable Development Committee, the Intelligent Transportation Committee and the Traffic Safety Committee also made speeches on the development concept of each committee, the work that has been carried out, and the next work plan.
During the preparatory process, the Alliance has received strong support and assistance from many departments, institutions and enterprises in China and the countries along the "Belt and Road". In different ways, everyone has contributed to the development of the Alliance and played a vital role. To this end, at the meeting, the members of the Alliance also jointly signed the "Belt and Road" International Transport Alliance member partnership framework to promote the healthy and sustainable development of the Alliance.

The Third "Belt and Road" International Transport Seminar Concluded

On June 15, 2019, the third "Belt and Road" International Transport Seminar, co sponsored by China Highway Society and the "Belt and Road" International Transport Alliance (preparatory), and co sponsored by China Communications Construction Co., Ltd. and Shaoyang Road and Bridge Construction Co., Ltd., closed. Since the establishment of WTC in 2017, the theme of "Belt and Road" transportation has always been the most important embodiment of the "big transportation" pattern and the "international" vision of the conference.
On June 15, the third "Belt and Road" International Transport Seminar was unveiled at WTC2019 as scheduled.

In his speech, Mr. Zhou Wei said that in the past six years, the "Belt and Road" initiative has changed from a vision to a reality, and cooperation in scientific and technological innovation is its important content and internal drive. In recent years, the "Belt and Road" has made major breakthroughs and a number of landmark achievements in technological innovation in transportation equipment, transportation informatization and intelligence, traffic safety, transportation infrastructure construction, etc. The soft connectivity cooperation focusing on policy and standard docking has been continuously strengthened, and the hard connectivity with the "six corridors, six routes, multi countries and multi ports" cooperation as the main line has been continuously promoted. Maldives has the first sea crossing bridge, the cumulative number of China EU trains has exceeded 14000, and significant progress has been made in the construction of new land and sea routes. With the implementation of a number of transportation infrastructure projects, people have closer relations and heart to heart communication, bringing full development opportunities to countries along the line, realizing complementary advantages and mutual benefit.
Eight experts and government officials shared the experience and practice of the Belt and Road transportation construction through a round table report
The first topic link adopted the form of round table report, and eight experts, transport government officials, and heads of international organizations made keynote speeches and in-depth discussions on the "Belt and Road" countries' transport cooperation and the drive of scientific and technological innovation. H.E. Lila Mani Balder, Nepal's Ambassador to China, discussed that the bridge construction between China and South Asia will connect across the Himalayas; Luo Dong, Deputy General Manager of the Hong Kong Zhuhai Macao Bridge Island Tunnel Project, introduced the development opportunities brought by the super project to the local economy along the "Belt and Road"; Nicolas Mirowares, Vice President of Lahao Group, France, introduced innovative solutions in the construction of transport infrastructure; Guo Runhua, associate professor of Tsinghua University, introduced the construction of a fully automatic detection, evaluation and management decision-making platform; The secretary-general of IRU, Susanna, made a thematic report on "providing climate resilient road infrastructure along the Belt and Road"; Huang Quansheng, deputy director of the Environmental Resources Institute of the Planning Institute of the Ministry of Transport, elaborated on the relevant thinking on green development of transportation.
In the second session, Ren Bin, Director of the Global Development Practice Bureau of Transport and Communication Technology of the World Bank, introduced the evolution of China's urban infrastructure financing mechanism; The expert engineer of Nepal Investment Commission, Ashe Gezhuer, introduced private investment and PPP in infrastructure development from the perspective of Nepal; Nara Lushan, liaison officer of the United Nations Environment Programme, discussed the transportation and sustainable development agenda; Prince Odie Nobani, Chairman of the African Trade Center, introduced Africa's position in the "Belt and Road" around the opportunities and challenges of infrastructure.
With the closing of the third "Belt and Road" International Transport Seminar, the seminar has gradually become a mechanism and normal academic exchange platform for countries along the "Belt and Road".
The Second China Africa Transport Cooperation Seminar Held
In the afternoon of June 19, 2018, the second China Africa Transport Cooperation Seminar was held during the 2018 World Transport Conference. The seminar was organized by China Highway Society, and co sponsored by China Railway Construction Corporation, China Civil Engineering Corporation and South Africa China Transport Cooperation Center. The theme of the seminar was "China Africa transport cooperation - joint consultation, joint construction and sharing".
Wang Wenzhong, deputy director of CRCC, delivered a keynote speech on the topic of "CRCC is the main force of China Africa transport infrastructure cooperation". He introduced the situation of CRCC entering Africa, integrating into Africa, taking root in Africa and benefiting Africa since the construction of the Tazara Railway, and shared three personal experiences: "mutual benefit and common development are the basic principles of China Africa transport cooperation; building sustainable infrastructure is the inevitable requirement of China Africa transport cooperation; benefiting the people of the host country, stimulating economic growth is the ultimate goal of China Africa transport cooperation". He said that CRCC would continue to practice the principle of "mutual consultation, joint construction and sharing", adhere to the concept of win-win cooperation and common development, establish the concept of sustainable development, actively integrate into China Africa cooperation, practice win-win cooperation, constantly strengthen the awareness of "community of interests" and "common destiny", and contribute to the development of China Africa transport cooperation, China Africa friendship, and China Africa bilateral relations.

The thematic discussion set two topics, one is the achievements and prospects of China Africa railway cooperation, and the other is to work together to build a transportation system that is suitable for Africa's development.

Ouke Shireer, General Manager of Nigeria Railway Corporation, Shi Jiyang, President of China Africa Development Fund, Bilhanu, President of Ethiopia Railway Corporation, Richard Diedong, the first executive officer of Ghana Railway Development Bureau, Sun Shaoqian, Director of Europe Africa Department of CRRC Corporation Seven guests, including Nabi Badra Youla, General Manager of Guinean National Railway Corporation, Yuan Li and others, exchanged speeches around the successful railway projects and their characteristics of China Africa cooperation, the innovation of China Africa railway cooperation from the perspective of the Addis Ababa Djibouti model, and the positioning and role of financial institutions in China Africa railway cooperation.
The meeting was presided over by Yuan Li, Chairman of CCECC, who shared his feelings about participating in the African railway construction during the discussion. First, he responded to the needs of the host government and provided all-round railway technology, construction and management services. Second, the construction project should be combined with the local economic development.
